30 “T wo Steps, One Sticker” has arrived! Radio waves across the state have been filled with announcements touting the start of the program, and March registrants have begun receiving their very first registration sticker that provides proof of both inspection and registration. Since September 2014, the Texas De- partment of Motor Vehicles (TxDMV) has been working to ensure that you are ready. Interactive training webinars have been held to help familiarize dealers with “Two Steps, One Sticker” and provide you with the information necessary to easily guide your staff and customers through this transition. If you need a refresher, copies of webinar presentations are available under the heading “Single Sticker Presentations” on the Dealers page of TxDMV.gov. You can also sign up to receive notices regarding future webinars and other program updates at www.TxDMV.gov/subscribe. Additionally, we’ve engaged in a robust public education campaign to prepare mo- torists for their next renewal event. Helpful program information is available at local tax offices for individuals who need registration guidance. Registration Year 1 From March 1, 2015 to February 29, 2016, most vehicles with a valid inspection on the date the title paperwork is submitted to the county for processing can be regis- tered without obtaining a new inspection. Essentially, there is no change for the dealer community during the first year of “Two Steps, One Sticker.” Only those vehicles with an inspection that expires in the same month that the title paperwork is submitted to the county will need to pass inspection prior to registration. Registration Year 2 and Beyond: New Guidelines for Used Vehicles Starting March 1, 2016, dealers will experience a change, but only in terms of used vehicle sales; the title and registration process for new vehicle sales does not change. All that is required to register a new vehicle on behalf of a buyer is proof of valid inspection. So long as the vehicle has a current, passing inspection, registration will be permitted. In the second year of the program, used cars that have a current inspection may be sold without obtaining a new inspection if the inspection occurred within 180 days of the date of sale. If, on the date of sale, it has been more than 180 days since the vehicle was last inspected, the vehicle must be inspected before registration and title paperwork is submitted to the county tax- assessor collector’s office. If the vehicle does not have a current, passing inspection at the time of registration, the transaction will be rejected. The vehicle will then have to be inspected and the transaction resubmitted. To check the date of last inspection visit www.TwoStepsOneSticker.com and enter the VIN of the used vehicle to be sold into the look-up tool. The tool will give you valuable information about the most recent inspection, including type, date, and state portion of fee due. Ready, Set, Let’s Two Step!
