Below are some essential points for dealers to keep in mind: Multi-year Registration: New vehicles with a two-year inspec- tion at the time of sale will be able to get two-year initial registration when titled. • EmissionsTest onResale: County emissions testing requirements must still be followed for certain used vehicles being sold by a dealer. If a vehicle is to be titled or registered in an emissions county and was previ- ously titled or registered in a non- emissions county, then the vehicle will need an emissions test prior to resale. Model year 1996 and newer used vehicles with 50,000 or more miles must have passed inspection within 90 days of the title transfer. • Vehicle Inspection Report (VIR): Dealers are not required to provide a VIR with every title application. In order to avoid any delays in processing your application, it is recommended that a copy of the VIR be provided to the county tax assessor-collector. The VIR is used to verify inspection when there is no current, passing inspection record found in the state database. Custom- ers needing copies of their current vehicle VIR can visit any inspection station in the state for assistance. Effective March 1, 2015, the VIR replaces the VI-30 (old green form) and now serves as VIN verification for out-of-state title transfers. • Fee Collection: Inspection fees have not changed with the imple- mentation of “Two Steps, One Sticker.” However, effective March 1, 2015, vehicle inspectors are no longer responsible for collecting the state’s portion of the inspection fee. Instead, for vehicles inspected on or after March 1, 2015, the state’s portion of the fee will be collected at the time of registration. Dealers will continue to be reimbursed for actual costs incurred in completing an inspection. If a used vehicle has current inspection at the time of transfer, a dealer is not required to re-inspect the vehicle. If a dealer does not re-inspect the vehicle, the customer should not be charged for an inspection. • DealerPlates: The “Two Steps, One Sticker” program will not change the manner in which dealer plates are issued. TxDMV will not verify inspection of a vehicle displaying dealer plates, nor will an inspection fee be collected. Dealer plates are not assigned to a vehicle; therefore, inspection cannot be verified as a condition of use. Vehicles with dealer plates must still have a valid inspection when operated on public roadways or be subject to citation by law enforcement. As a best practice, dealers should maintain a copy of the vehicle inspection report (VIR) in a vehicle displaying dealer plates as proof of inspection. • eTags: The dealer eTag system will continue to function as it currently does under “Two Steps, One Sticker.” However, dealers should ensure they have completed or verified inspection on a vehicle before it leaves the dealership. The dealer eTag system will not verify inspection when any buyer’s tag is is- sued. Verification of inspection will occur when registration is submitted to the county. To prevent any issues with law enforcement, a copy of the vehicle inspection report (VIR) should be kept as proof of inspection in a vehicle displaying an eTag until registration has been issued. • webDEALER: webDEALERwill be equipped to help your dealership easily calculate fees due at the time of registration and titling, including the state’s portion of the inspection fee. webDEALERwill calculate the fees and allow for a manual verifica- tion of inspection. • Dealer Title Application (DTA): DTA versions compatible with Registration and Title System (RTS) versions 7.4.0 and 7.6.0 are the only versions supported as of March 1, 2015. RTS is not able to process transactions on older ver- sions of DTA. TxDMV values your support and be- lieves that dealer participation will ensure a successful launch of the program.
